The Stonington Board of Selectmen held a special meeting on this date at
7pm at the Stonington Police Station. Present were First Selectman William S. Brown, Selectman
Peter L. Balestracci and Selectman Stephen Bessette. Also present were members of the public and the press.
(1) Call to Order
Mr. Brown called the meeting to order at 7:00 pm and the Pledge of
Allegiance was recited.
(2) Candidate interviews for Zoning Board of Appeals
John Prue and George Wingblade were interviewed for alternate positions on the Zoning Board of Appeals.
(3) Approval of minutes
A motion was made by Mr. Bessette, seconded by Mr. Balestracci and voted unanimously to accept the December 13, 2006 minutes as distributed.
(4) Comments from the Public
Gail Shea, Pawcatuck questioned the status of some outstanding issues regarding the Planning & Zoning Commission and the Planning Department.
(5) Re/Appointments Boards and Commissions
A. Economic Development Commission
A motion was made by Mr. Balestracci, seconded by Mr. Bessette
and voted unanimously to appoint Paul Burgess as an alternate to
the Economic Development Commission.
B. Zoning Board of Appeals
A motion was made by Mr. Balestracci, seconded by Mr. Bessette and voted unanimously to appoint John Prue as an alternate to the
Zoning Board of Appeals.

and voted unanimously to appoint George Wingblade as an alternate to the Zoning Board of
A motion was made by Mr. Balestracci, seconded by Mr. Bessette and voted unanimously to appoint BenTamsky to an alternate position on the Zoning Board of Appeals.
(6) Resolution regarding the Department of Economic and Community Development Grant
Mr. Brown read the following:
“Description: Grant application to the State of Connecticut Department of Economic and Community Development for Community Development Block Grant funds to implement the Senior Center at the Pawcatuck Neighborhood Center”.
Mr. Vincent, Planning Director asked that the following resolution be approved by the Board in anticipation of pre-application approval.
WHEREAS, Federal Monies are available under the Connecticut Small Cities Community Development Block Grant Program, administered by the Sate of Connecticut, Department of Economic and Community Development pursuant to Public law 93-383, as amended; and,
WHEREAS, pursuant to Chapter 127c, and Part VI of Chapter 130 of the Connecticut General Statutes, the Commissioner of Economic and Community Development is authorized to disburse such Federal monies to local municipalities; and,
WHEREAS, it is desirable and in the public interest that the Town of Stonington make an application to the State in order to undertake a Small Cities Community Development Program and to execute an Assistance Agreement therefore, should one be offered.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SELECTMEN:
1. That it is cognizant of the conditions and prerequisites for the State
Assistance imposed by part VI of Chapter 130 of the Connecticut General Statutes; and,
2. That the filing of an application by the Town of Stonington in an
amount not to exceed $1,000,000 is hereby approved, and that the First Selectman is hereby authorized and directed to file such application with the Commissioner of the Department of Economic and Community Development, to provide such additional information, to execute an Assistance Agreement with the State of Connecticut for State financial assistance if such an Agreement is offered, to execute any amendments, rescissions, and revisions thereto, and to act as the authorized representative of the
Town of Stonington.
There being no further business to come before the Board, the special meeting was adjourned at 7:40 p.m.
