            The Board of Finance held a special meeting immediately following the Public Hearing on the budget at the Mystic Middle School cafeteria.  Members present were Glenn Frishman, Chairman; Andrew Rines, Secretary; John O’Brien; Dudley Wheeler; Bryan Bentz and Kevin Burns.  Also present Maryanna Stevens, Director of Finance and residents. 
Mr. Frishman called the meeting to order at 8:42 p.m.
Bid Waiver
Members received a memorandum from Joseph Bragaw, Director of Public Works regarding the Town Hall Server Room AC unit.  Mr. Wheeler made a motion to approve the bid waiver.  Mr. Rines seconded the motion and voting was unanimous.
Budget Deliberations
The Board members discussed the citizen comments made at the public hearing and made the following changes:
Dispatcher salary line     -reduced by $30,000 ( to be covered by E911 grant)

Westerly Adult Day Services, Inc. – added $1500.

Stonington Prevention Council – added $500.00

Schedule C – Capital Improvements
Lantern Hill Bridge replacement  -  cut $10,000

40,000 GVW Dump truck – cut $30,000.

Motion made by Bryan Bentz to set the mill rate at 15.74 with expenditures totaling $55,572,051 and to forward to the Board of Selectmen to set the call for the Annual Town Meeting for the 2008-2009 budget.  Seconded by John O’Brien and passed unanimously. 
Previous minutes
Mr. Wheeler made a motion to approve the minutes of the March 12, 18 and 19 meetings as presented.  Mr. Rines seconded the motion and voting was unanimous.

Nothing to report.
There being no further business to  come before the Board, Mr. O’Brien made a motion to adjourn.  Mr. Wheeler seconded and the meeting was unanimously adjourned at 9:02 p.m.
