This meeting was called to order by Acting Chairman Gary Bennett at 7:02PM. Present were: John Delmhorst, Jim Oberhelman, Paul Burgess, Gary Bennett, Tony Lee, Ed Dear, and Ed Hart. Absent were: Blunt White, John Dionne, Ed Haberek, Inger Elliott, and Mike Latham.
A new member of the commission, Paul Burgess, was introduced. He discussed his work experience as a licensed environmental engineer.

Old Business: Ed Dear gave an update on the CEDF/PRO project for downtown Pawcatuck. There is a three-pronged effort: façade improvement program, marketing, and architectural renderings. The initial report on the façade program has been completed by the consultant with interviews of local business people still to be done.
The Route 1 Study Group has met with Blunt White representing the commission. Tarragon Associates has agreed to pay for the study of development of Route 1.
New Business: The Investar project for the Stillman Avenue mill was discussed. The project will have one 3 bedroom unit, five 1 bedroom unit, and thirty-three 2 bedroom units. There is significant PCB contamination on the site and the developer is looking to the Town for bonding to cover 80% of the environmental cleanup. One reason the State turned down this request was the lack of mixed-use on the property.
The two projects on Route 2 ( Readco and Liberty Crossing) were discussed. Readco is ready to begin construction by the State DOT wants the developer(s) to pay for widening the road and installing traffic lights. Readco is unwilling to pay for this and Liberty Crossing might be in a better financial position to pay these costs. Ed Dear will contact Bill Brown and other elected officials to limit the State from passing on these costs and derailing these projects.
