10-19-06 Minutes
The meeting was called to order by Chairman White at 7:05 PM.  This special meeting was held at the Stonington Community Center due to a planned presentation by Tarragon-Voloshin Development for their project of residential, marina, and retail spaces on Route 1 in the Wequetequock section of town.
Present were: Blunt White, John Delmhorst, Jim Oberhelman, Gary Bennett, Ed Dear, and Ed Hart.  Absent were: Tony Lee, Mike Latham, John Dionne, Inger Elliott, and Ed Haberek.

The minutes of the September 21, 2006 meeting were approved.

Chairman White read a communication from Tarragon-Voloshin stating their desire to delay the presentation due to a proposed moratorium on any development projects on Route 1.

Old Business:
The Readco project for construction of a Super Stop and Shop plus three other retail entities on Route 2 in Pawcatuck has been approved by Inland Wetlands.  It will be discussed at a Planning and Zoning meeting shortly; no opposition is expected.
Mill Site Projects:  A recent newspaper article claimed that there was little or no progress on these projects.  The Stillman Avenue mill has the most activity and is moving along with construction to begin shortly.

New Business:
Planning and Zoning has introduced the concept of a moratorium on development on Route 1 from Route 234 (Pequot Trail) in Pawcatuck to Route 27 (Denison Avenue) in Mystic.  It was noted that the moratorium would be temporary and could not be in effect for more than one year.  An extensive open discussion followed on various aspects and impact of this moratorium.

Ed Dear made a motion that communication be sent to the Town (Jason Vincent and First Selectman Bill Brown) recommending formation of a Design and Terrain Review Committee.  This was seconded by Blunt White and approved.

Gary Bennett made a motion, seconded by Blunt White, directing Chairman White to write the Planning Department to express the commission’s concern about the adverse impact the proposed moratorium will have on existing property owners should they wish to continue or expand their businesses.  Chairman White will speak at the November 7th meeting of P&Z.

This meeting was adjourned at 8:18 PM.
